I've bought a Supergun arcade ProGamer which has a DB9 kick harness output.
I can't find any adapters in stock, so I'm thinking of making my own cable.
What tools and components do I need to make this?

You need wiring (22 AWG is what I use) and a crimping tool. The Hozan P-706 is a nice affordable one. Can be found on eBay and Amazon.
As for the DB9 end, you have two options. A connector that has a small breakout board included with screw in terminals (like this for a male connector), or just the connector alone that has pins that you solder the wires to. For the latter you need a soldering iron, solder and optionally heatshrink tubing to go over the exposed pins.
